Open a tube in PSP that you want.Layer name- tube Effecet/3d/drop shadow setting 2 2 95 4,5 color:black

Add a new layer name- text

Write your text effects drop shadow ,same setting. you have two layers,

Duplicate twice , each layer.and hide copy layers.

Adjust /add remove noise / add noise /setting 10, uniform checked.

Go to edit copy merged,open AS ,paste in a new animation, copy of layers:

Add noise effect setting 15,copy merged paste after current frame,

copy of copy layers:

Add noise effect setting 20,copy merged,paste after current frame.

View animation.

Save as gif file.
